The Short Span Bridge Replacement of the 21st Street Canal Crossing will begin October 20th, 2025. 

The existing culvert will be replaced with a concrete box culvert. Utility extension and replacement will be coordinated with utility providers. 

21st Street NE will be closed to through traffic during construction.

Background Information

21st St NE is classified as an Urban Major collector situated between Eastmont Ave and N. Baker Ave. that serves as an important residential connection to employment centers, elementary schools, churches, shopping centers, and recreation. Sidewalks through this section of road are intermittent and not ADA compliant. This forces pedestrians, including students during the school year, to share the road with traffic. 

The stormwater collection and conveyance system along the corridor is incomplete. There is currently no illumination provided along the corridor or at the intersections with N. Baker Avenue or N. Devon Avenue. 

The project will provide urban improvements for pedestrians and vehicular traffic, including but not limited to curb, gutter and sidewalk, illumination and provisions to collect, convey and dispose of stormwater runoff from the improved roadway corridor.

Phase & Schedule

This project is planned for Spring of 2026. This page will be updated with more information as it becomes available.

  1. Preliminary Engineering: Began January 2024.
  2. Right-of-Way Acquisition: Right-of-Way Acquisition is anticipated for Fall 2024.
  3. Construction: Anticipated to begin Spring of 2026.

Project Funding

The estimated project cost is $1,786,813.

Project funding has been secured through the State of Washington Transportation Improvement Board (TIB) Urban Arterial Program (UAP). UAP funds were awarded on December 1, 2023 in the amount of $1,518,791. 

Douglas County will have a 15% match on this project in the amount of $194,870.

21st St NE Canal Crossing - Traffic Impact & Detour Map

Construction will begin October 20th to November 7th, 2025 from 6:00 am to 7:00 pm, Monday through Friday.  21st St NE will be closed to through traffic with local access to residents.  Detours will be in place.
