Project Information

This project is funded through the Washington State Department of Transportation (WSDOT) Federal Local Bridge Program. Local Bridge Program funds were awarded July 14th, 2022 in the amount of $415,000. A supplement was added to the project on December 30th, 2023 in the amount of $120,000. This project is completely funded through the Federal Local Bridge Program. 

The proposed Whitehall and Alstown Bridge Painting project (see attached Vicinity Maps) will occur at Whitehall Bridge, located on Road F SE (Whitehall Rd SE), and Alstown Bridge, located on Road 3 SW (Alstown Cutoff Rd).  Work will include preventative maintenance in the form of cleaning steel elements of the bridges and applying a protective layer of paint. Whitehall Rd SE and Alstown Cutoff Rd will be reduced to single lane traffic throughout the duration of the project. 

Both Whitehall and Alstown bridges show significant weathering of steel elements including rust and corrosion that is spreading throughout the deck, super and substructure. Whitehall bridge currently has rust on over 35% of the exposed steel surfaces including over 80% on the bottom of the bridge deck. Alstown bridge has over 30% of exposed steel surfaces with rust or paint flaking. This project will remove rust and flaking paint from all exposed steel elements and apply a new coat of protective paint. This will effectively extend the service life of both bridges.

 The posted speed for Whitehall Rd is 50 MPH, and the Average Daily Traffic (ADT) is 27.

The posted speed for Alstown Cutoff Rd is 25 MPH, and the Average Daily Traffic (ADT) is 56.

Phases & Schedule

This project was awarded to Purcell Painting & Coating on May 6, 2025. Project information will be updated here. 

  1. Preliminary Engineering: Completed in March of 2023. 
  2. Right-Of-Way Acquisition: There will be no right-of-way acquisition needed for this project. 
  3. Construction: Construction will begin Monday, August 4, 2025.

Construction Update and Traffic Impact

Whitehall Bridge

  • Bridge painting is underway at Whitehall Bridge. 
  • The first week will consist of mobilizing materials and equipment to the site and setting up the containment system.
  • During the first week, traffic control will consist of flagger controlled one-way alternating patterns over the bridge while the containment system is being set up.
  • Once the containment system is in place, cleaning and painting of the bridge will take approximately one month to complete.

09/15/2025 Construction activity progress and updates associated with Alstown Bridge Painting project for the week of September 15th through September 19th are as follows:

  • Set-up of scaffolding and containment system on Alstown Bridge.
  • Cleaning of Alstown Bridge begins.

Traffic Impacts:

  • Flagger controlled alternating one-way traffic patterns through the work zone of Alstown Bridge will be in effect during working hours of 8:00 am – 5:00 pm Monday through Friday.
  •  Expected wait time up to 5 minutes.
  •  Roadway will be open to two-way traffic during non-working hours.
