Douglas County Hazard Mitigation Plan – 2010 Update

As a requirement to receive certain types of federal non-emergency disaster assistance, including funding for hazard mitigation projects, Douglas County and the cities and towns of Bridgeport, Coulee dam, East Wenatchee, Mansfield, Rock Island, and Waterville are required to develop and maintain an up-to-date local hazard mitigation plan. The jointly developed Douglas County Local Hazard Mitigation Plan was approved on July 30, 2004. The Federal Government requires that Hazard mitigation plans be updated every five years.

In order to update the current plan, Douglas County applied for and received a grant to complete the update for Douglas County and the cities and towns in the County. The Federal Emergency Management Agency (FEMA) published documents in 2008 to guide the development and updating of hazard plans. This document may be viewed by selecting the link under “Existing Documents.”

An important component of updating a hazard mitigation plan is the involvement from local school districts, utility districts, cities and towns, and especially the residents and property owners of Douglas County. Douglas County staff has initiated a broad public participation program to engage local residents and property owners in this process.

Participation opportunities include:

  • Review of proposed amendments. The proposed amendments can be viewed by selecting the link below. A copy is also available for public review and/or purchase during normal business hours at the Douglas County Dept. of Transportation and Land Services, 140 19th St. NW, East Wenatchee, WA.
  • A survey of hazards that may affect you and your property. This survey relies on the expertise and local knowledge of residents of Douglas County. Hazard Mitigation Survey
  • A public comment period on the proposed amendments commences on September 2, 2010 and concludes on September 24, 2010. Proposed amendments will be considered at public hearings before the Douglas County Board of Commissioners and the city/town councils of Bridgeport, Mansfield, Rock Island, and Waterville.   • Douglas County staff will be hosting a drop-in open house at the Douglas County Public Services Building located at 140 19th Street NW in East Wenatchee on September 13, 2010 from 4:30 P.M. until 6:30 P.M.
  • If you are unable to attend the open house and would like the opportunity to speak with a project planner about this process, please contact Stephen Neuenschwander or Glen DeVries at 509-884-7173, or stop in at the Douglas County Public Services Building during normal business hours, Monday-Friday.
  • The Board of Commissioners will hold a public hearing at the conclusion of the process. Participation at the hearing is encouraged. The date, time, and location of the hearing will be posted on this website and published in the Empire Press and Wenatchee World.

Douglas County submitted the final draft to the Washington State Department of Military on January 29, 2011. 

Sections 1 – 7, 9 and the appendices are common to all the participating jurisdictions.

Section 8 of the Hazard Mitigation Plan is reserved for each participating jurisdiction’s unique data.
