Mr. Clem served as a Legal Services attorney in Olympia, Washington after graduating from law school.  He moved to the Wenatchee Valley in 1978, where he remained in private law practice until 1994 when he was elected Prosecuting Attorney.

Mr. Clem and his family live in East Wenatchee.  He has been active in youth soccer as a coach and booster, and has been an avid music performer and music arts supporter in the Wenatchee Valley.

Mr. Biggar was employed as an attorney for Heline and Associates in Spokane, Washington after graduating from law school.  He moved to Waterville, Washington in 1989, where he remained in private law practice until 1991 when he was appointed as a deputy prosecutor for the Douglas County Prosecutor’s Office. 

Mr. Biggar serves as the Chief Criminal Deputy for the Prosecuting Attorney and prosecutes felony crimes in Superior Court.
 
Mr. Biggar and his family live in Waterville.  He has been active in youth sports as a coach in soccer, basketball and baseball, and enjoys backpacking, hunting and fishing.

Mr. Edgar served as an intern for Alaska Legal Services in Kotzebue, Alaska in the summer of 1989. After graduating from law school, Mr. Edgar moved to Wenatchee where he worked in private practice for two years before becoming a deputy prosecutor with the Chelan County Prosecutor’s Office.  Mr. Edgar joined the Douglas County Prosecutor’s office in 1995.

Mr. Edgar is active in coaching youth soccer, basketball, baseball, and football; and is a performer and director with the Mission Creek Players theater group.

Justin S. Cafferty
Justin S. Cafferty

Upon graduating from law school in 2006, Mr. Cafferty worked as a law clerk for the Honorable Charles W. Hosack in Coeur d’Alene, Idaho. Mr. Cafferty was appointed as a Deputy Prosecuting Attorney in February 2007 and his primary responsibilities are in the Juvenile Court, involving juvenile offender prosecution and truancy cases

Mr. Cafferty and his family, consisting of his wife and two dogs (for now), reside in Coulee City and enjoy hiking, camping, hunting, fishing, and playing softball.

Nancy Willms
Nancy Willms

Nancy Willms has been the Administrative Legal Assistant for the Douglas County Prosecuting Attorney's Office since 1987.  Ms. Willms has wide and varied experience in government and private legal offices, including employment with the State of Montana and the U.S. Department of Agriculture.

The Administrative Legal Assistant performs paralegal duties which include adult felony criminal and juvenile prosecution.  The Administrative Legal Assistant is also an administrative assistant to the Prosecuting Attorney, with responsibility for budget, payroll and office management.

Jenny Schlaman
Jenny Schlaman

Jenny Schlaman is the Victim-Witness Coordinator for the Douglas County Prosecuting Attorney.  Ms. Schlaman graduated from Eastern Washington University with a B.A. in Education.  Ms. Schlaman has completed Harbor View Sexual Assault training and numerous Domestic Violence trainings. 

Victim-Witness Coordinator duties include assisting crime victims with processing Crime Victim Compensation applications and restitution requests, keeping victims and witnesses informed regarding prosecution case status, coordinating the testimony of witnesses, and conducting interviews of child crime victims and witnesses for law enforcement.
